For a copy of the State of Maine's Guidelines for Municipal Shoreland Zoning Ordinances, click here. On January 26, 1994, the Board of Environmental Protection voted to adopt these guidelines for North Haven. They are de jure the equivalent of a Town ordinance.

Excerpts from relevant Maine Statutes:
  • From 38 M.R.S.A. § 3: . . . Mooring assignments may not be transferred....Whenever practicable, the harbor master shall assign mooring privileges in those waters where individuals own the shore rights to a parcel of land, are masters or owners of a boat or vessel . . . provided that not more than one mooring may be assigned to any shore-front parcel of land under this privilege.
  • From 38 M.R.S.A. § 4: In case of the. . . refusal of the master or owner of any boat or vessel to remove his mooring. . . when so directed by the harbor master, that harbor master shall cause the entire mooring to be removed or the buoy removed and the chain dropped to the bottom. . .
  • From 38 M.R.S.A. § 8: Whenever there are more applicants for a mooring assignment than there are mooring spaces available, the harbor master or other town official shall create a waiting list. . .

Parking:

The Selectmen have enacted two new ordinances to regulate parking along the wall on Main Street between Mill Street and Smith Street. Motorists will be required to park within the lines (which will be painted as soon as weather conditions permit). The ordinance will restrict the spaces east of the fountain to compact cars. The second Main Street ordinance will restrict the length of time that vehicles may park along the wall. During the summer months, no overnight parking will be permitted. During the remainder of the year, there will be a 72 hour limit. for the full text of the ordinance, click here.

The Selectmen have enacted a new parking fine ordinance, which updates the fines for existing parking infractions, as well as establishing fines for the new ordinances. For a copy of the text of the new fines, click here.

Sewer:

The Department of Environmental Protection required the Town to amend its Sewer Ordinance to require sewer department customers to disconnect any cellar or sump pump drains from the sewer system and to prohibit any connection to the sewer system for any purpose but sewage itself.
